Lows are camps with a fence and a little more structure: usually dorm or cubicle housing, controlled movement, and a population serving longer sentences than you see at a camp. The culture is still workable. Keep your head down, hold a job, and the place is boring, which is the good outcome.

Low-security culture transfers well from facility to facility. The day-to-day and the rules beneath the rules are pretty universal, so advice about one low mostly holds at another. The local variables are the ones this guide tracks: how the mailroom behaves, what the store charges, and what a stamp trades for on the yard.

For families: visiting is structured but humane, phone and email work the same as everywhere in the system, and programs (education, RDAP where offered, work assignments) are the main levers on time. Push your loved one to get the needs assessment done the first week, because credits do not accrue until it is.

Most first-time, nonviolent people land at a camp or a low. If you do not know the level yet, a low is the safe bet to plan around, and the plan barely changes if it turns out to be a camp.
